Patrick McCartney has over 15 years’ experience working in the field of environmental regulation and has exceptional knowledge of both national and international environmental legislation and its practical application. Mr. McCartney holds a BSc. (Hons) in Environmental Studies and a Diploma in Environment and Development. In his current role of Technical Services Manager for Certification Europe Ltd., he is responsible for the delivery of specialist services to clients in local government, State Agencies and the private sector across several services such as market surveillance, environmental monitoring & regulation, inspection programmes, consultancy, data analysis and research. Until 2019 Patrick was contracted to Dublin City Council on behalf of Certification Europe working in the Waste Enforcement & Regulation department. In 2007 he joined the newly established National TFS Office of Ireland as Senior Enforcement Officer specialising in the application of international conventions governing the transboundary movements of waste. In 2016 Patrick became Manager of the Waste Enforcement Units for the National TFS Office, Dublin City Council and for Fingal County Council. He has a proven track record leading a team of 25 specialists in the overall service delivery of high-quality, effective environmental auditing and investigations which includes, among others, conducting and managing the investigation of environmental complaints, waste facility & broker audits, inspecting waste shipments in transit and site investigations through the gathering of physical evidence, sampling and interpretation of sample’s analysis results.
